PAEM Arad Association established Youth Clubs in rural medium in order to open youth horizons with limited acces to informations and limited alternatives comparing to young people from big cities, and to encourage to organize themselves and develop cultural, educational and civic activities in the benefit of the communities they live in. Till now those 12 established Youth Clubs form a youth network that it is involved in:

- CYC project of training and organisational development. |
During Octomber 2005 – Octomber 2006, PAEM Arad Association is running the EuroTiNet project financed by Europa Fund 2005 in partnership with Arad County Council, Apateu Town Hall, Carand Town Hall, Felnac Town Hall, Hasmas Town Hall, Paulis Town Hall, Pecica Town Hall, Santana Town Hall, Socodor Town Hall, Sagu Town Hall, Simand Town Hall and Varadia de Mures Town Hall.
The project objective is to inform and make aware the young people from rural areas regarding the most important aspects of the Romanian integration to the European Union, regarding the attending process and its impact, within an active informational network in Arad - made of 11 locations (Vărădia de Mureş, Păuliş, Şagu, Felnac, Şimand, Sântana, Socodor, Pecica, Apateu, Cărand and Hăşmaş).
The most important target group of the project is made of 1000 young people from the rural areas, with age between 15 to 25 years old, and the other target group is made of those 12 persons who represent the local public administration.
The main project objective is to create an active network of european information at Arad county level.

Objectives realization is possible through:

training of 34 formative in european information multiplication;
- adaptation and delivery of the european information to the teenagers and young people needs from rural areas;
- dissemination and multiplication of the european information in the created network from rural areas;

involving the local administration and/or institutions, mass-media in activities of information and making aware the youth from rural areas, as well as promoting the project activities and results;

promotiom matterial execution, adapted to the target group needs, with the aim of promoting european information
The main activities developed within the project are involving the young people but also the public administration representants in actions who will prepare the community for an european citizenship:
- creating a functional medium, for developing the informational network, made of 12 youth clubs, with equipment dotation and internet connexion;

organizing the training for multiplicators of european information;

creating the informational and promoting materials;

organizing and running the sessions and work shops to inform and discuss / debate on the european information, for those 1000 young people, in those 11 youth clubs;

organizing the Europe Day through identical programs realized between the network members;

organizing the promoting campaigns through mass media;

organizing games and competitions inside EuroTiNet network;
-
estimation of the developed activities and final project evaluating.
Considering the identified needs of the main target group made of the youth from rural areas, the project activities have a deep informal character with the aim of youth awareness regarding the issue of Romanian line up to European Union, and particulary knowing the european values, as well as their correspondence to romanian national values level, so that these will contribute to the adaptation of european information to specific rural needs and particulary youth rural needs. Like this, by adapting the information to the need and interest of youth, as well as through their active participation at groups debate, it will be generated a massive grow of awareness and involving of them in the european integration issue.
By knowing the commune values provided in the Constitutional Treaty, values on which is founded the Union: „the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. These values are common to the Member States in a society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail”, will creat the premisses of founding a real conception, regarding the youth and the whole community role in adapting the concept of european citizenship.
